Hearing impairment means a loss of 60 decibels or more in the better ear for the conversational range of frequencies. A person whose sense of hearing is impaired owing to ordinary reasons of life, who has lost hearing in both ears or who cannot hear at all, even with amplified speech or sound.
A heterogeneous group of conditions wherein there is a deficit in processing language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or do mathematical calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia, dyspraxia, and developmental aphasia.
It means a substantial disorder of thinking, mood, perception, orientation, or memory that grossly impairs judgment, behaviour, capacity to recognise reality, or ability to meet the ordinary demands of life, but does not include retardation, which is a condition of arrested or incomplete development of the mind of a person, especially characterised by subnormality of intelligence.

The term “benchmark disability” means a person with not less than 40% of a specified disability, wherein the specified disability is not quantifiable and includes persons with a disability, where disability has been defined in measurable terms, as certified by the certifying authority.
