UPSC CMS Cutoff 2026 Tie-Breaking Rules

UPSC CMS Tie-breaking rules apply only to the preparation of the Final Merit lists when the marks of two candidates are the same. In this case, the commission will follow the rules given below:

  1. The candidate securing more marks in the written test will be ranked higher.
  2. If the marks at (1) above are equal, then the candidate younger in age will be ranked higher.
  3. If the DOB is also the same, the candidate whose date of completion of the Internship is earlier will be ranked higher.
  4. In cases where a tie persists even after applying the above Tie Breaking Principles, it will be resolved at the discretion of the Commission.

UPSC CMS Cutoff depends on the number of vacancies, the number of candidates taking the exam, and the difficulty of the exam. In both categories 1 & 2, candidates from non-PwBD categories must score a minimum of 25% in each paper, and candidates from PwBD category must score 10% marks in each paper.
